-Digital media groups get boost from new regulations.

24 March 2011 -- The digital media industry is to receive a much anticipated boost with a new set of rules that would make it easier to obtain content rights for new web services, the Financial Times reported.

The proposed rules, contained in the Hargreaves review into intellectual property (IP), are part of a wider strategy on IP included in the latest Budget, which was presented on Wednesday.

The new rules will be aimed at balancing in the future the interests of rights holders and digital media start-ups, which have complained about the difficulties they face in gaining access to libraries of film, television and music groups that often impose large upfront charges plus royalty payments.

On the other hand, right holders are concerned that the new rules could result in the creation of a "fair use" system for copyrights - modelled after the one used in the US -- that would limit their potential for making profits from their content.
