ETKIN ADMITS BRIBERY, FRAUD.(MAIN)

Davis M. Etkin, a pioneer in legalized gambling who built an OTB empire only to be toppled after elected officials blasted his extravagant management style, pleaded guilty Monday to bribery and governmental fraud.

Etkin, 72, admitted paying former OTB employee Cheryl Flahive to lie to the grand jury investigating Capital District Regional Off-Track Betting Corp. He also said he had misappropriated OTB funds between 1990 and 1998.

``Mr. Etkin, did you act in a way to provide benefit to a person who was about to be called before a grand jury?'' Judge Guy P. Tomlinson asked.
